Sprinkle Cayenne or hot chili powder on your garden/ flower bed for cats. They lick there paws to clean up afterward and not only will it burn going down, but coming out too. It might take a few days, but they'll get the hint and quit coming around.

run out there in a ratty old rob and hole-y boxers with a rolled up newspaper and scream and holler and chase them. Do this in plain view of your neighbors. Draw attention to the situation, maybe someone will call animal control.

call the dog pound/ dog catcher. if they give you the run around give them something to eat that'll never allow them to make that mistake again.
My grandma cut her a limb /hickory switch, off a tall skinny tree about 10 ft long & wait for them, chase them down, then she'd pop the living hell out of them !!!

They have sprays you can spray on your grass and flowerbeds, one of my clients had that problem. You have to do it at least once a month though.
