The first can mean that sometimes you can overplan what you are going to do. You spend so much time planning that you miss simple opportunities that arise outside of your own little planning rut.

The second is that those who no regard for law, order or simple decency will take advantage when those who support these things stand by. One example might be the reign of terror spread by the KKK in the South during the late 19th and early 20th century. Those who participated were a small proportion of the white population but the remainder of the white population either quietly backed them or dismissed them since they weren't bothering "us". A related saying is "Eternal vigilance is the price of freedom." (Yes, I've probably misquoted it but I don't have time to look up the exact quote. The sentiment is still the same.)
