My fish is hanging out at the top of his tank, and it was suggested that the water was too hot. What is an ideal temperature? And are there any other reasons why hes hanging out at the top of the tank?

Room temp is fine (between 72-78 is great). Betta's are what is called a labyrinth fish...that means they are able to absorb oxygen through their skin at the top of the head...this makes it look like they are at the surface "gulping" air. Are there a lot of bubbles in a group where he tends to hang out..if so he is building a nest. They also are surface feeders, so that tends to keep them close to the top of the tank also. A partial water change (10%) once a week and (50%) once a month is a good habit to get into also.

I believe that the temp. should be room temperature and maybe your fish is dead and that is the reason he is hanging out at the top of the tank.

between 76-80 is ideal, but they can tolerate at least 70-82. i'd worry if my fish were outside of that range cause i love my fishies to death...

other reasons could be:
lack of oxygen in the water (getting most of air from surface)
poor water quality
inability to control buoyancy (can be caused by over eating)
if gasping, maybe gill infection or gill parasites
if the fish is sluggish and clamping fins too, maybe an internal infection

Betas are usually at the top of tank, because they DO breath by gulping in air. And as far as temp, a lot of people don't even have heaters on them, and just leave it at room temp.

Bettas are labyrinth fish. They can get oxygen by gulping air. They also build bubble nests. They can tolerate a temperature of 75-86°F.

I keep mine around 78 but up to 82 is good. When was the last time you cleaned the tank?

I keep my betta at tropical temps (~78).

Warm water does hold less oxygen, however that shouldn't be a problem for bettas as they can actually breath by gulping air.

i hav a beta fish and my fish's tank is room temperature and even sometimes lower than room temperature...

Room temp is fine. He may need more oxygen in the tank. He also may be sick or diseased.
