If English is your primary language, I have to say that I don't quite understand your grammar. (My primary language is French).

If a virus wiped out all your programs in your system. why don't you reboot your system and click F1 on your keyboard and start up your PC in a "Safe Mode". And then see if can scan with your anti-virus system. Or if all your programs will restart.

You can also try and restart from your last good configuration of your system.

If nothing works, then you will have to purchase an entire new Windows platform and reformat your system.

Boot your computer and tap the f8 key.... This will give you a boot menu. Choose safe mode with networking....

Continue on to boot

Log in and get your bloody files.... (safe mode will disable everything but the basics, so don't go Internet surfing or that will hit you hard.)

Save your files and life is good.

Scan the computer for a virus with something then export your left over files to another source then buy another copy of your OS and reformat your computer then install it.

Without those restore cd's you are in some bad luck.
