Cat box was kept in hall closet by previous tenants. I have stripped and waxed the floor 3 times and the walls have been painted twice. Fabreeze works but only for a couple of days and then the odour is back. Any ideas?

Try some white vinegar. Pour some into a bowl and leave it sitting for a few days. Additionally, get one of the big boxes of Arm & Hammer Baking Soda and leave it open. As a former landlord, I've used this before and recommend it. Nothing's certain but it might help. Couldn't hurt to give it a try. Good Luck!!!

You can set a box of baking soda in there with the lid torn off.
Also lay some scented dryer sheets around on the floor & shelf.
Leave the door open & not closed up.
How about some cedar chips or blocks that you can get in a closet department of a store.

Sound's to me like the floor boards have been saturated, once that occurs it's impossible to remove the odor. Rip out the entire closet, floor and all! Do not allow pet's in the tenancy agreement.

Wow, sounds like the ghost of kitty-smells-a-lot is haunting your closet.

you can buy stuff at vet clinics made just for that purpose. it's a little pricey but well worth it
