I've already bound off and want to add a border in another color. Can I just use the tail of the first color (tying a slip knot)?

If you mean a border that goes all the way around something like a blanket or a tablecloth, that gets pretty tricky once you're done. I even learned to do a couple of simple crochet stitches to make borders on knitted things because trying to knit a border on a blanket (etc) once it's done is so complicated.

IF you mean a border that would go just along the bottom or top of what you've made, then: absolutely! Since you've already bound off, you'll need to pick up stitches from what's already there. yes you can, just make sure the bit you tie it to is short enough to land in the right place so that it blends in.
