I have a bad landlord that fails to make repairs on my toilet. I want to put the rent in an escrow account to show that I have fufilled my end of the contract. I am also going to send them a letter saying what I have done and my past grievances. I live in NC.

You don't state in the letter what YOU have done. The landlord can then blame you for the faulty toilet.
Only state what repairs are needed, mainly the toilet, remind him or her that this is not your first request for repair and let the landlord know what you are going to do with the rent.
An escrow account can be set up at a local bank. Just let then know what it is you're setting the account up for and they will be able to help you. You still should find out about that workshop I mentioned.
