I hired a director a professional with a state license for my business. She sabatoge my business and in the process she resigned and took my policy and procedure manual from premises to use to start her own business.

Did you have her sign any sort of business agreements when she came to work with you indicating that what was produced on the job, stays the property of your company?
Regardless, this is a good question for an employment law attorney as the mileage and policy differs by location and it is their job to help employers to protect their property and name.
