i have known this one guy for about 3 and a 1/2 months but he has not had the gut to ask me out (hi entire family says hee has no other girl) should i ask him out or not

if you feel you should, and you like him in that way, then go for it! if you just feel sorry for him, then stay friends.

I think you should go for, what have you got to lose? If you don't ask him out, you may end up regretting it, snatch him up, before someone else, beats you to him. Good luck.
