My mom doesn't want to spend a lot of money on a dress for homecoming my freshman year. what are some good places to get non-expensive but still nice dresses?

Try the junior's department at Macy's or another department store. A lot of times they'll have dresses on clearance and you can get one that's been marked down a lot. I got a dress there once for $20. Not sure how formal of a homecoming it is, but if it's less formal you could try Charlotte Russe, Wet Seal or another store like that. Look around enough and you'll find something within budget.

yes, check your local department stores. they will sometimes have sales that will have cheap dresses.

if that doesnt work though, you can see if there is a resale clothing store in your area. usually you can find dresses there that have been worn just once. the prices there will always be incredible.
