Nope. Gift cards now are made so they are used to the last cent. A store will not give you the remaining balance even if it is five cents. But seriously, how can you not find something to buy at Target. It is the best store ever. Esp if you find a super target.

There are some websites online though that will either buy or let you trade in the gift card for another store's gift card. One website is www.cardavenue.com. I have never personally used it but it may be worth looking into if you want a gift card from another store.

Nope! You can only use it to buy stuff.

You might think you could buy something then return it, as a way to get around this, but you cannot. Target's computerized receipts store your payment method within the bar code, and you will be given Target "scrip" if you return the product ("scrip" is like a gift card, you can only exchange it for Target merchandise, not cash).

This is typical for most gift cards.

If you want cash, you might consider selling it at a discount to someone -- like 80 cents on the dollar or something like that. You'd need to offer a discount to encourage someone to buy your card.

No. You should read the terms that came with the gift card. For Target gift cards, you can only use it to buy something.
