No, they're not particularly closely related. Bears are in the order Carnivora, which also includes cats, dogs, weasels, hyenas, seals, walrus, etc. I'm not sure if racoons are included in Carnivora or not; if they are, they wouldn't be any more closely related to bears than any of the other members (actually, they would all be equally closely related).

Donkeys and horses are considered separate (but closely related) species, but they can interbreed to produce mules, which are sterile.

The lesser panda and the raccoon are the most closely related. The answer is "no" to both of your questions. In order to be the same species, they most be able to interbreed and produce viable offspring.
