Don't be so eager to make a best friend so fast. You might regret your decision later if you don't get to know someone very well first. Best friends are not made overnight.
You will start out having acquaintances, then friends, then a best friend. It will happen, it will just take time. In the meantime, spend time online talking to family & friends.

Go out to the movies, bars, any where. The world is full of people. Just be you and you will do fine. But of course, in an act of desperation, you might want to try harder than usual. Talk more, ask questions.

well, just be your self! find a click to be in and find you niche! believe, me it's well worth it to be your self if you don't it will com back to bite you in the butt!!
