Go into your preferences and you can block the person. You can also set yourself on "stealth" so that you cannot be seen unless you want to be seen.

In yahoo messenger under preferences, privacy either set to invisible mode or uncheck the check box for allow yahoo websites to show when i am on-line. Of course then no one knows you are on-line

yeah, there is an ignore list, as well as stealth settings. take a look in your messenger preferences to set this
