I told her it is perfectly normal but she feels so dumb about it. Does anyone have any advice I could give her. She really wants to work but she says its just so nerve wrecking starting again.

It shouldn't be nerve-racking! It should be exciting! Getting to try something new, all those opportunities!

She's not looking at the potential.

Procrastination? Why? Working can be fun...the social aspects
should make her "almost" want to work with no pay?

Seriously, is it the interview process? Confidence building is a
good idea. Find work that your friend "really loves to do". What
are their talents; list them...confidence builder. Artist? Math person? Science? People management? Computers?

Monster.com has good info! Narrow down to what your friend
needs to get her excited about the job search again. A break?
Maybe that's all it is...they need a re-energizing break from job
searching? Eight months searching...I'd be tired too. Sales jobs
are always a good fill in income. SMC just charges $25 to sell
their nearly 4,000 home fashions and store and shops merchandise. The $25 gets you started and it was $35 per month payments and $375 total wholesaler's membership. Items sell on
sight.

Means,there is no reason not to have an income source,ever.
And "you are your own boss". Party plan, flea markets, more
plans to build income all included in their kit.

Tell her to pull herself together and go out and do a day's work. Whoever is supporting her is stupid to fall for this 'scared' story, they should make her stand on her own two feet.
