What problems might be caused if lower-level cases were published?

Lower court decisions carry no weight. If the decision is worth being published, it will, when Appellate courts or Supreme court repeat what the first judge said.

First, there are just way too many of them. Second a lower court opinion very rarely carries weight with another court.
