ask the US Navy, either ring them or go onto the website which I assume is www.navy.gov and contact them through there.
I'm an aussie so I am real sorry that I cant help you much more but hopefully you are able to find the person that your looking for soon.

I don't know first hand, but it would be a good idea to ask at your nearby VFW hall (veterans of foreign wars), they have lots of experience at searching for former comrades at arms.
