If it is a male Dwarf Hamster it can be an almost pastey milk like substance that comes from a scent gland. The gland looks like a belly button on the hamster's belly. If it is female & you just got it, it could be a phantom pregnacy. The female was most likely bred to, or kept with males at the petshop. Take it to a vet just incase.

phantom pregnancy? is it female? hormone levels are up? mating season....if you are unsure get the vet to check it over or call them to ask advice! It may be an infection in the mammary glands...check it out.
