The Flash is much faster. In the Marvel Universe that came out years ago, Quicksilver's average speed is only about 500 mph. The guy isn't even faster than a speeding bullet! He has to see them coming and dodge! He can't even break the sound barrier, and Flash did that in his first (Silver Age) appearance!

The Flash would win...He's as fast or faster then light-speed. Quicksilver can only travel a little over the speed of sound.
They had something like this back when they did the DC Marvel cross over.
Besides Quicksilver lost his powers at the end of the House of M storyline

The Flash.
The Flash (whether Wally, Barry or Bart) is powered by an energy field called the Speed Force, which is the embodiement of velocity. As has been mentioned, he can run faster than the speed of light (but can't teleport- just run fast enough that it seems that way) and vibrate fast enough to pass through solid objects.
Quicksilver on the other hand is simply a fast mutant. Although he's faster than most in the Marvel Universe, his speed is not match for the Flashes.

Alot of people don't know this, but a few years back, Flash got a MAJOR upgrade. I don't remember exactly what or why (check wikipedia.org), but he can basically run fast enough to defy all physics, and all human understanding. He can run faster than light. MANY times faster than light. Enough that he can teleport, probably to other planets too.
Using this power, he can not only never be hit by anyone without super-speed, but he can also use a vibrating technique to basically pulverize any material that isn't reinforced magically or perhaps with an adamantium or diamond strength substance.
The guy can shimmy into the body of The Incredible Hulk, and make it explode. Wizard Magazine said so, and they make a great case for it. Here is a reprint.

The Flash. He leaves a much longer aftertrail... you can see it in the comics. If he runs between New York and Chicago there'll be a nice super landscape drawing with this red streak between the two cities. Let's face it, the dude's got talented feet.
I love the way his suit springs out of his ring and he jumps into it in midair. The Flash is awe inspiring.
The only DC comic guy I ever liked better was the Mighty Atom; but I think they discontinued him years ago because he appealed to a kind of imagination that got killed off by television.
I remember I would sit for hours, studying just my messy room and imaginning how I would cross it if I was that small. And it was so cool that his power was to be so tiny he could sneak in to anywhere and go undetected. And that he had to deal with giant ants and climb furniture like it was mountains.
Way, as they say, cool.

Well, the Flash, of course! Remember, Barry Allen ran so fast he was transformed in pure energy. That means he could ran very close to the speed of light. Quicksilver is cool but not that fast!

The Flash and most of his progeny are much faster than Pietro. The Flash speed approaches the speed of light Quicksilver( when he had his speed now he moves through time) only broke the speed of sound.

The current Flash ( Bart Allen now carries the Speed Force within him, While Pietro is very fast he cannot vibrate through walls or break the sound barrier. This one goes to The Flash
