why does my new plaster keep bubbling?

each time it has dried and bubbled. there is no water damage or obvious cause

Short answer: trapped gas from the mixing process is my guess.

you have to apply and sand it at least 3 times its bubbled because you haven't sanded it or your using the wrong plaster
