I have replaced the alternator and cannot put the belt back on. I removed the pulley to take the belt off.
where (and how) or what do you adjust to put the belt back on.

Look at the routing diagram (located somewhere to right side of the engine compartment)- near the fender! It probably points out the tensioner. It is spring loaded, and has a place near the "pivot" it opeates on, you can put a wrench on this, and "turn" it against spring tension to make "loose enough" to put belt back on! Yes it is true, it is the one pulley that doesn't drive anything! And is usually smooth on surface, the others are all "grooved" as they are "driven" accessories!

Down below the Alternator and to the rear of the water pump, there is a pulley that doesn't turn anything. It is attached to a bracket that has a square hole in the arm.
Insert a ratchet into the hole and twist the arm, You will find that it is spring loaded one direction. Pull against the SPRING tension side and hold it in that position. Align the belt over all the pulleys, routing according to the illustration under the hood, then gently release the tensioner.

Good Luck

Is your Taurus equipped with the 3.0L 12 valve or the 3.0L DOHC Duratec 24 valve? If it's the 3.0L 12 valve, using a 15mm wrench, work against spring tension on the tensioner and route the belt as per the belt routing diagram. HTH

I've seen the change in the Bible Belt. The Bible is not the reason behind fitting in. Gainesville, Georgia is nic-named "little Mexico".
