I are living in California... The climate is pleasant, the humans are best (for probably the most aspect - do not are living downtown LA) I are living inside five miles of the seashore, and its pleasant, exceptionally for the duration of the summer time! One large obstacle regardless that is the fee of the whole lot.... residences are very luxurious, and so is gasoline. Places like Florida are fairly humid, and get hurricanes... I fairly like dwelling in california, and any location close Huntington Beach could be very best. Or you may also like dwelling in a location like San Diego, or Malibu! But at any place you move in California, the elements is pleasant

Prague - Have known friends there for 10 years. It definitely meets the first three of your criteria...I am not 100% sure of the employment opportunities for certain jobs. They have had good private economic growth, but politically the country is still coping with its new systems.
