Is it legal to make the waiters tip out the hosts?

I worked at TGIFridays in Baltimore and we had to tip the service bar (where you get the drinks) the bus boys, the hostess and if there was a to-go guy AND they had to initial that they received their 1-1.5% before I could close out for the night.

Waiters should tip out the host, busboys and the bartenders. It is supposed to be voluntary, but some places make it mandatory to keep employees from fighting.

At some restaurants it is required at others they do not.
