You can start wearing makeup whenever you want. But keep in mind, the earlier to start wearing makeup, the faster you are gonna age. There are a lot of chemicals there in the makeup that damage your skin. No matter how good the comestic companies say about their products, makeup hurts your skin.

I think that u can wear chapstik wheneva u want and lipgloss wheneva u want and wear mascara anbout 12 or 13 and i am 13 and i only wear lipgloss 2 skool and mascara and foundation occasionally at skool. Chapstick (w/o color) - Elementary school
Lip Gloss - Jr. High
Mascara - Jr. High
Eyeshadow - High School (Jr. High kids shouldn't need this)
Foundation - College or beyond
Blush - High School

I think that less is more for children. Pushing them too early to wear make-up only makes them develop self-esteem issues.

As soon as your mother says you can .I beleve if i had a daughter 13 years old ,I would let her start wearing make-up at the age of 13,since she is a teenager, let her dress and look the age.

I think it's strange when I see girls under 15-16 wearing makeup.
Makeup, whether you like it or not, makes a girl look somewhat sexual.
There are guys/men who will look at you that way, like it or not, so just be aware of that if you are deciding when to start wearing it.
What girls often think is "cute" guys think is "sexy".
