Depends on the problem that you're having with streaming video. Generally, you don't need a fancy graphics card to watch streaming video. If it's slow, it's probably your Internet Connection or the server that's serving the video.
Try lots of different video servers, and try hooking your computer to a fast internet connection. If your computer is slow under all conditions, and you have a fast processor that provides good performance for everything else, then consider upgrading your video card.

The quality of streaming video is most reliant on your connection speed. A good processor helps as well. A better graphics card may help a little, but it's possible that you may notice no improvement.

It all depends on the connection... If you have a fast connection and you are having problems with streaming video, then yes you may see improvement with a better graphics card. But if your connection is poor you won't see that much of an improvement with a GPU upgrade.

Graphics is to do with your computer and streaming video is purely through an internet connection so depending on how reliable your internet connection is depends on the quality of streaming videos

better graphics card is only better if you are playing games, streaming videos don't take too much video memory space, it's just like any other windows program. the quality of streaming video depends on your connection speed

To get a better streaming you need sufficiant virtual memory and a good graphics card with enough mem, will surely help. but a good internetconnection is also an important ingredient, so to come to the fact its a combination of those 3 to make yr streaming good. mine is geforce 6700 with 256 mb mem, 1024mb pc mem, and a 20 mb internet connection, and have smooth streamings

streaming video is not demanding at all. i can watch streaming video on my old Celeron 700 with NO video card. the weak link is always going to be your internet connection or the speed of the server that is sending you the video.

Hell yeah is the right answer. Gamers like to talk out of there a.s.s when it comes to computers. Use the best video card you can get your hands on. I have recorded two movies onto my hard drive from another DVD player and the images were slightly pix led with only one ATI 128 MB video card. other then that it still looks ok.
