Good point. Black Panther wouldn't have to. He would be granted diplomatic immunity in the United States by our own laws.

Just another example of good old Marvel inconsistency. I can't wait for everybody to wake up and realize it was all a dream/ a hoax/ an imaginary tale. I hope that Loki or the Shaper of Worlds was behind it and everything can easily be set to rights; otherwise there's going to have to be a reboot of Marvel the same way DC did it years ago. They made everybody forget the X-men years ago, this would just be more of the same.

They did not ask the Panther to register, they wanted to know where Wakanda would stand diplomatically when the registration act passed (IE: would they allow peoples deemed criminals by the USA save haven or asylum).

Maybe he did it to set an example or to save getting any hassle when he's working in the US.
