There is a difference between a pardon and commuting a prison sentence. Clinton did the later which he just shortened the amount of time Reynolds spent in prison.
You can speculate all you want to about why he did it but you don't know for sure. Every president, including the current President Bush and his father, have commuted sentences and pardoned people.

You repbublicans really crack me up. Foley is obviously a messed up dude and you go after Clinton yet again. What if Foley abused your child? Tell me, how would you feel?
