It sounds like your injectors are stuck open. I hate to tell you this, but your only option, if that is the case is to get all new ones. And yes they are expensive. Plan on paying over 100$ per injector. I had the same problems and its much cheaper to do that, than to try cleaning them out only to have your engine blow up on you, literally.

How long has this car been sitting? Fuel injectors could be stuck open Or the fuel pressure regulator diaphram is ruptured allowing raw fuel into the intake. Regulator has one vacuum hose and is located on the fuel injector rail at the fuel return hose. Remove vacuum hose "got gas" bad regulator diaphram. Gasoline and spark = fire keep a extinguisher handy wnen working around high pressure fuel. Then try this pinch the vacuum hose and start and clear out the engine. rev up a few times being carefull to watch the pinched vacuum hose might blow off squirting fuel.

If it's carburated, your either your floats are stuck or your choke is stuck shut. Take off the air cleaner and look at the top of the carb. You'll see a flap at the top in the front of the carb. If it's closed, open it with your finger (cold engine) and see if it moves freely. If not, get a spray can of carb cleaner and clean off the mechanism. If the choke is okay, wack the side of the carb gently with a piece of wood and see if it unsticks your floats. If not, you'll have to get the carb rebuilt. Expensive.

If it's fuel injected it could be the MAP sensor, fuel pressure regulator or TPS. If you can get the car to a parts store they can download the trouble codes with their handheld and give you options to fix it.

the first thing I would look for is the temerature sending unit. In many cases these fail...especially on GM. It will tell the car that it's warm even though it is not. This is the very first thing I would look at.
