This question is like which came first the egg or the chicken? Experiment a little. Place the concealer over the foundation and then try the foundation over the concealer - which result do you like best? Either way is not incorrect - it just depends on the best result you get for yourself.

I personally use a cream concealer. If you don't have sponges, just apply a small amount of concealer to the tip of your ring finger. When you are applying concealer to the problem areas, be sure to pat it over the area and not rub. Rubbing will stretch your skin...your skin is like a balloon, too much stretching and it will not go back to it's original shape...that means wrinkles.

Then apply your foundation. Never dot the foundation all over your face and go back to blend. That gives the foundation a chance to dry a little and will make it more difficult to blend evenly. Just blend into one section of your face at a time.
I use Mary Kay medium coverage liquid foundation. I have found it to be the best. It matches my skin color perfectly and is very light-weight. It seems to make simple little imperfections disappear by making my face evenly toned. (I use MK products religiously and swear by them!!)

I finish with a light brushing of loose powder. This will help to soak up any oils that might be on my face and it helps the foundation keep everything looking even and smooth.

Apply the concealer AFTER your foundation
Applying liquid concealer:
This come in a tube, just squeeze a tiny amount of the product on your fingertip and apply it over the affected area.

Applying cream concealer:
They are available in a tube, with a sponge tipped applicator. Apply it using applicator. This gives a natural look.

Applying stick concealer:
They are very easy to apply, simply apply it onto skin. But try the samples before buying as sometimes they can be heavy and with thick consistency.

Concealer should be one shade lighter then foundation.
Sometimes it is recommended to use concealer brushes, but it is best to make use of your finger because it helps in avoiding pulling tugging of delicate skin
To remove concealer from your face, use a face cleanser instead of rubbing the skin with soap and water.
Don’t apply more than two coats of concealer at a time.

For the best coverage, apply foundation first, then concealer on areas needed, and then apply a light power foundation.

Concealer first....it can be used obviously to hide dark circles, blemishes, marks on the face....it can also highlight the eye area. Foundation should be blended over to give a smooth and even look to your skintone.. Some concealers have moisturizers in them, so if you are acne-prone, do not use on blemishes....it will make them worse. Use a foundation that has no oils in it and perhaps a medicating effect for your blemishes.

It depends. I use a lighter concealer under my eyes (dark circles) then pat foundation over it, but for blemishes I use a concealer that is the same color as my skin after foundation.

Gently apply your concealer first because that is generally used to conceal certain flaws, then once that dries apply your foundation. Be careful to blend it in for a more natural look.
