Not all of them, But majority of them comes unlocked..

They have service providers too in other countries, and does providers are the same here in the US.. They locked their phones, but can easily be unlocked from their countries.

As for frequency.. Yeah majority of the phones that are coming out right now have the 1900mhz.. Some phones just replace the 900 to 850 to have the US version.. But they don't touch the 1900.

Some US version phones comes with just dual band which has 1900 and 850 only for the US market.

Some are EU/Asia which has 1800/900 makes is dual band for their market.

I hope this helps.

Answer to both questions: No.

When I purchased a phone in the Philippines, I went for the cheapest one out there since I intended to just use it for three weeks to make phone calls and txt msgs. Got what I paid for: not only is it carrier-locked, it is a dual band phone, unusable in the US. Sits in a box waiting for the next time I go to the Philippines. In a few years. :-(
