Devern Hansack pitched that game. it was rained out after 5 innings meaning it's a complete game. Since Devern Hansack pitched the whole game without allowing a hit, will it get recorded as a no-hitter?

Only complete game no hitters are recognized per the baseball rules. Any game shortened due to weather is not considered a complete game even though the game is official.

No.

For the same reason that the Expos in 1994 didn't interrupt the Braves' string of consecutive division titles.

Technically, the game was official, but I don't know if he will get credited for it, since it was not a 9-inning game. Which sucks for him.
