Fear of success...hmm...
In a way that is correct, but if you just leave it at that, no one will understand you, or worse, they will misinterpret you.
Every person has a tendency to grow comfortable with their current situation regardless of how bad or good it is. You have a place you live. You do laundry on Saturday. It is your life, you know and can predict it. If you procrastinate going to the store to buy groceries, that is just laziness.
But your procrastination is of the sort where you put off filling out a job application until the deadline is past. This sort of procrastination arises partially from laziness, and partially from just being too comfortable with a routine and not finding "time" to take advantage of the opportunity (even though you may have time, you have just been allotting it for something else like your favorite television show, and find it hard to change,) and finally from fear of success. What will happen to your routine if you succeed.
Shakespeare put it best in Hamlet:
Men would "rather bear those ills we have than fly to others we know not of. Thus conscience does make cowards of us all. And thus the native hue of resolution is sicklied over with pale cast of thought."

Ignore those other idiots...you've asked a genuine question. I'm terrible when it comes to procrastinating with school work, or paying a bill and getting slapped with a late charge, etc., etc. You fool yourself into thinking that you have time to do those things, and sometimes they're things that you don't want to deal with. In fact, procrastination is just that: not wanting to face a difficut situation or task. The other answerer also made a point about fear of success. I don't think it's an issue of fearing success, just what it will take for you to be successful.
So in short, procrastination is another form of cowardice and just plain 'ol sloth...

Procrastination is a form of self-handicapping. People of fragile (high or low) self-esteem employ this method of creating obstacles so as to fail future successes. In this manner they can claim that thier failure is due to circumstances out of thier control.

Probably the same reason that people continue to smoke when they know damn well it causes cancer !
People do not like change... they rather continue to do what they think they know. Some fear the shame they will feel if they fail... IF you don't attempt, you won't fail, so they don't!

Because they can simply be lazy, but probably it has more to do with not wanting to deal with something unpleasant, so they do something in the moment they find to be pleasant. Lastly, they might be afraid they cannot handle the event well.
