Pure water is a poor conductor but impurities (salt, acid, etc.?) can make water a good conductor. A person in water is like an impurity and the water helps (unfortunately) to make a better contact to permit the flow of electricity. Even wet trees touching power lines can be dangerous to touch.

Pure water is only a poor conductor compared to other really good conductors like metals.
Most water that we are talking about has stuff dissolved in it that makes it a good enough conductor to zap them.

Yeah I always wondered the same thing. In science water is an insulator no a conductor.

If it was a bad conductor you wouldn't get electrocuted. Your body is mostly water and it conducts electricity very well.

Water is great conductor because it allows the flow of ions very easily. How do you think lightning and rain-storms are connected? The storm clouds are after all, WATER!!!
