Er, apart from geocities (http:uk.geocities.com), Yahoo!'s own free website host, you can start with Word (a little lame, I know), and start to learn how to edit your own HTML through that. Also, a bog-standard, but very user-friendly free solution can be found here: http://www.ewisoft.com/

Why don't you just learn to do it by hand? That assures ultimate control over what you're doing.
