You will need a social security number to open a U.S. account. If I'm not mistaken they used to allow this before 9/11, but with an endorsement that it is for bank account purposes only.
Also checked this out last June when I was in the U.S. as the the country I come from also do not have PayPal payment facility.
your alternative is if you a close relative in the U.S. who can open an account in his name and then use it for PayPal transactions but all transactions must be coursed through that person. You cannot access the account from your country. This will be detected by PayPal and they will immediately freeze the account. they are able to detect this because the one who opened the account in the U.S. has a unique IP address which is totally different from yours.
sorry pal, all we can is wait until the time PayPal include our country in their payment facility. A real *****, right?
