The aquatic (sometimes marine) carnivorous mammals known as otters form part of the large and diverse family Mustelidae, which also includes weasels, polecats, badgers, and others. With 13 species in 7 genera, otters have an almost worldwide distribution.
English-speakers may use the collective noun romp to refer to a group of otters (a Google search as of 29 May 2006 lists 63 occurrences of the phrase "romp of otters", but the OED does not appear to record this usage).

Sea otters form a "raft" -- the name comes from the way they anchor themselves and their young up in the kelp (to keep from drifting apart) and sleep floating on the surface. They are also sometimes referred to as a "bevy" of sea otter(s), though this is much less common than a "raft"
"Family" is correct for river otters, though a "romp" seems to be widely used and is perhaps more descriptive.
But anyone who has ever dealt with river otters knows they should really be called a "chaos" or a "shenanigans" ... ;)
