Soak the tie in alcohol (40% or higher - vodka is best), then put it in a ziploc bag in the freezer. Leave until crystals have formed, (2 hours ish), remove the tie from the bag and quickly plunge the tie in room temperature water and you will see the ink stain just rinses away. It's all to do with the freezing temperature of liquids and the structure of inks..

You wont be able to do anything for it because its permanent. I think you would just have to throw that one away and get a new silk tie. Sorry!

i was going to suggest hairspray and i see someone already has.it works on biro marks,not sure of permanent pen tho.
