nope my feet are in the clouds & my head is on the ground...try it.

yes you can have your head in the clouds while your feet are still in the ground, you can have your entire body cover by clouds being on land. You just need to go to a very high mountain. if that's what u mean with the Q.

my head would go higher than the clouds except for the fact i keep it tethered to my feet, which are planted firmly on the ground....

Yes I have,once when I was smoking some damaging bud. That thing even makes you fly over the clouds.
