A better question might be.."Why does my toddler have access at all to dangerous areas like computers and electricity?". Prevention is the key. Stay active and aware of where your child is and you wont need to worry about gadgets and quick fix-its.

keep them away by doing an art project or reading stories with them, and away from the computer. Remove them from the situation until you can communicate to them why that is wrong.

Possibly a baby gate, installed directly underneath your computer desk? Hang a few aluminum pie plates above where he'd go to get to the cords that will make noise and scare him?

If you have a power strip, you could get a cover for it. Check out any baby store's babyproofing section. Also, if he is pushing the button on the front of the computer, they make a velcro cover. Also at the baby store.

I was going to suggest a socket cover as well! You could also change the switched socket to an unswitched type.

Ours does that too, it's so annoying. Vigilance is the answer, if no gadget is available. I shall be checking back for a good answer myself.

Change the sockets for un-switched sockets. They will then not be able to turn them off
