What is the difference between dvd +r 8x and dvd +r 16x?

After recording, will they play on any dvd player no matter how old the dvd player is?

Yes, they will play (so long as the dvd player can read dvd+r discs). The 8x and 16x are just the speed at which the dvd can be burned to. 16x is faster than 8x.
