The Roaming Icon on your phone is specific to the cellphone software and the phone you have. Most providers (Verizon, Cingular, Sprint) don't really charge for roaming anymore. They simply charge a minute fee once you have gone over your alloted minutes.
Think of it this way - When your phone cannot find a signal it may signify roaming, Also old software will indicate roaming even though cellphone companies are not charging. If you have a pre-pay phone however, they might charge you roaming fees as way to get more revenue. Check your cellphone provider for details. This is a common question, as most people don't recognize that cellphone companies have moved past roaming fees to video (Vcast), data (Broadband) and location based services (GPS locaters) as the new way of gaining revenue.

Call your cell phone company. Its picking up a different tower or set to analog or not when it needs to be. Tell them this is my home and I should not be roaming. They should be able to fix it for you. I'm guessing you have a Sprint because they suck and often have these kinds of problems. They will charge you a small monthly fee but everyone else would do it for free if they even had to fix it at all.

I use to deliver cell phones for a living in Wisconsin. I would see the same thing. Your signal would jump to another tower when the other one was interrupted by the atmosphere like clouds static ETC.
