The first change FIFA should really do is to... remove Blatter and Platini from their position.
Unfortunately that will not happen, because those two individuals are VERY powerful and VERY much politically "connected".

In terms of the game, I do not think major changes are required: FOOTBALL is a beautiful game that is great like it is now (and it has always been like that).
Many are saying about removing the penalty kicks because that is not skill, but just luck. Actually, penalty kicks are a skillful demonstration both from the kicker and the goalkeeper.
Many others are talking about changes that are too complicated and do not fit the game's characteristics.
I foresee some small improvements on the offside rule and on the violent play.

But be sure, the JOKER (Blatter) has already damaged soccer in the last few years and he is ready to come up with so many surprises.

There are only two things that I want FIFA to change:

First,it is that penalty shot.I don't believe that PK is a good way of determining the winner,sometimes it is just luck.Look what happened to Trezeguet,he missed his PK in the final but now,look at him,he scored 2 wonderful goals and helped Juventus to win.

Second,I think FIFA should change the President.I think that FIFA will be so much better with a new President,who really has what it takes to be a good plus respected President.Blatter tries his best but he is not good enough.

3 They should allow that u can play for countires appart from ur nation in euro cup too .
4 FIFA should organize more interesting events like in which the top 10 - 15 teams play .

1.removing d Damon penalty shots:d most unfair rule on d whole universe.

2.Changing d way of reaching 2 d next round(in WC),like having groups where several teams play against each other at least 2 times in a turning order.there4 a team(with all it's hopes & dreams)wont leave d tournoment only cause they lost their game once or cause s.th happening accidentally.

I think that one thing FIFA SHOULDN'T do is change the offsides rule. I mean, do they want the game to end up 55-56?! I don't think they SHOULD change anything. Soccer is the greatest game on earth as it is.

Allow officials to view video replays for crucial and uncertain decisions. Because, like it or not, refs & linesmen are human, and they do make mistakes - so with video playback (like the ones in American Football) we could minimise wrong or bad decisions that would affect the outcome of the game. For instance, like the Liverpool game against Bolton, it was clear that Renareleased the ball while he was in the box, but yet he was penalised which resulted in Liverpool losing...
