In a parliamentary system power is held by the legislature under the nominal executive of a monarch or president. Cabinent officers and a Prime Minister are selected by the majority party or coalition from among the members of Parliament. Therefore they control two branches of government. Some parliaments are chosen proportionally and others by district. The monarch or President may technically have the right to veto laws, but it is seldom used.
