I would suspect a crack in the intercooler system (if so equiped). If you radiator is blowing water .. then you have pressure entering the cooling system. Since you state there is no water in the oil.. then you need to look for a place where there is pressure but no oil present. Since most turbos on diesels are 'intercooled' they have a water jacket where the exhaust ports and this could be cracked. The exhaust system is the only location where there is constant pressure 'outward' and no vacumn created (such as the head gasket or cylinders) so this is where I would begin my search.

It is still most likely your head gasket.If it blows straight into a water way you would not get oil contamination which causes the milky colour.You can test for head gas get faults by using Chem test its a liquid that turns a different colour when gases leaking from your head gasket get get into cooling system.Most decent garages will have this test kit. It still sounds like the head gasket. Make sure your cooling fan is turning, you need to make sure the water pump is good too.

Get the radiator cleaned up and get the wiring of the Radiator fan checked up. Most of the times the wiring is weak which makes the radiator fan run on low speed and get the car overheated.(if its an old car .
