My electric bills have been really high.

How often does your sump pump operate? If it is on constantly the electric bill may sky rocket. Get yourself an electrical meter such as Kill A Watt to measure actual electrical consumption of the pump.

They shouldn't be using any energy unless they're running. If they are running, it depends on the size and efficiency of the pump; I would imagine than most sump pumps for homes would not use much energy.
