Web design means to lay out how a web page will display, this requires HTML and CSS (not Javascript).
Web programming is a mix of setting up a page to get the data (if its dynamically created) and setting up how the page will act. This requires at least Javascript, and often knowledge of a back end language and database (PHP, ASP, SQL, etc.)
