First- don't spend a ton of money. They really don't care how much you spend. The ridiculous money thing is about insecure parents trying to impress other insecure parents.
Try an old school party. Have pizza or hot dogs and simple food.
Get a pinata and fill it with candy and little toys. Boys love to whack stuff. Take them to a baseball game- better yet- play baseball at a local park and make it a picnic day.
Do a fall party and dunk for apples, make popcorn balls, let the kids build their own ice cream sundaes. Make a room into a "theater" by taking out all the furniture and replacing it with rows of chairs or couches for the guests. Rent a fun and an age appropriate movie. Make your own popcorn but get those paper bags or buckets like the theaters have and some Halloween mini candy bags ( restaurant food supply/Sam's Club) and usher the kids into the theater with flashlights. After the movie, do the cake and present thing and don't forget to give each guest a little goody bag that has something cool inside like a mini flashlight of their own.
3-4 hours is long enough for 5 year olds. Make sure their parents are their to take them home on time or, invite the parents to stay and watch the movie with the kids.

Make it themed. Like a beach style party where the kids dress up and play in a sanpit. You can also have picnic food that you'd have on a beach and order balloon palm trees from the florist. Kids love dressing up, so I'd make that an idea. Just a suggestion :)

Instead of doing it in a theme that all other boys do, do something unique. Maybe make a bug themed party and have the boys catch bugs in jars and teach them how to take care of them. That could be fun.
