There are two main ways. In either event you will need an existing internet connection (preferably broadband) and a credit card.
1) Buy the software at your local computer game store and install it, which will automatically allow you to acces the game website and set up an account. The game comes with some free time (30 days IIRC) but you still need an account to play. You will probably have to download and install a patch, which may take a while.
2) Go directly to the website and download it when you start your account. The good news is the latest patches will be included; the bad news is it's about 20G so this will take a *long* time even with Broadband.

Buy the game. Install it. Make sure you pay your monthly fee (I suggest buying the 60 day game cards). All you have to do after the intall is launch register, create a toon and start playing! It's really easy.
