Telephone or on-line English lessons if you can't get to face to face English lessons. Other than that, read, watch TV in English, listen to the BBC world service or listen to BBC radio on-line. The BBC website also has some excellent learning materials for learning languages and they're free to use too!
By the way your question should be "How can I improve my English?"

jus do one thing start reading english newspaper in front of a mirror dont think about the pronunciation that can be learnd later.
because first of all your tongue has to taught. in hindi tongue is used differently and in english it is used differently. go for a english newspaper that has normal english such as hindustan times ,times of india etc. take a dictionary that can help you either hindi to english or english to english. if u r not understanding a word note it and see it. but first mark all such words and then see them in dictionary. and yah one thin try to talk in english with a people around you. though it is a bit awkward to do this but you hav to choose what you hav to do? initially you will surely not able to utter a word but soon it will become a habit for you to talk in english... do try this

go to singapore if possible for 15 days on your own. Dont take anybody's help to talk to during travel and try communicating as much possible, with whatever litlle bit you know. This is the relatively cheaper way to learn than joining a english speaking class.

First you should learn English then after improve His English..
The question should be: "How can I improve my English" or "How can I improve his English". Simply read English comics books, jokes books and go to Motta Madi (uppar stair case-Floor)

Try reading as much as u can...this really helps.As u come across a new word try to find its meaning and then try using those words while conversing.Best of luck ..hope this helps...
