The library I work at, if you keep a book you've checked out, you are responsible for paying for the cost of the book that the library paid for it when it was first purchased, plus a processing fee that covers costs for the library to order a new copy and put it into circulation. And you're not allowed to check out anything else until those fees are paid for. If you don't pay for it within a certain amount of time, ultimately they will send it to the county for it to be taken out of your tax return, but I don't know the nitty gritty details about that process.

As everyone says, you are stealing. And, you would need to know the laws of your area. Where I live you could be arrested. I don't know what the final punishment would be as a judge would decide.

Petty theft. You could be punished by having to pay the cost of the books and whatever court costs are associated with getting that from you. It could also affect your credit rating if you refuse to pay.

In the UK you could be fined the cost of the book. If they pursued it to court they could add costs and ultimately, I suppose although I have not heard of it happening) send in the bailiffs.
